Whenever you cast a creature spell, that creature enters with X additional +1/+1 counters on it, where X is the number of ingredient counters on this enchantment.

However, if you do, and all of those targets are illegal as the ability tries to resolve, it won't resolve and none of its effects will happen. No players will draw cards, and you won't put any ingredient counters on Communal Brewing.
